Simple land consolidation is governed by the same Act No. 139/2002 Coll. as the comprehensive procedure, but it does not treat the area as a whole. It is carried out where only some economic needs have to be resolved – for example the expedited merging of land parcels or access to them – or ecological needs in the landscape, typically a local erosion control or flood protection measure. The same form is also used when the land consolidation is to cover only part of a cadastral district.
There need not be any exchange of ownership rights at all: even without it, simple land consolidation can be used to site and implement a common facility. Areas where the allotment records are incomplete, damaged, illegible or have not survived are then dealt with in the form of a refinement or reconstruction of allotments.
Here too the contract is usually awarded by a branch office of the State Land Office (Státní pozemkový úřad). A municipality or the owners can file a request – we can help both with preparing it and with assessing whether simple land consolidation is the right course of action.
